Preheat the Oven
Preheat your oven to 350°F (175°C).
Lemon Filling
In a medium saucepan, whisk together 1 cup sugar, 2 tablespoons flour, 3 tablespoons cornstarch, and 1/4 teaspoon salt.
Stir in 1 1/2 cups water, the juice and zest of 2 lemons, and 2 tablespoons butter.
Cook over medium-high heat, stirring frequently until the mixture comes to a boil.
